SEVERANCE OPPOSED DIPLOMATIC LINKS ENVOY’S RECALL URGED (11 a.m.) NEW YORK. Dec. 10. The United Nations political and security committee adopted a Belgian recommendation that all member nations immediately recall their Ambassadors and Ministers from Spain. The recommendation added that if a democratic Spanish Goycrnment had not been established within a reasonable time the Security Council will continue to consider measures to remedy ihe situation. The committee rejected the sub-com-mittee's resolution _ for a _ complete break in diplomatic relations with Spain. The Associated Press points out that, under the Belgian recommendation, member nations could retain their embassies in Madrid under Charges d’Affaires. The committee also rejected on tie vote the American resolution calling on General Franco to resign in favour of a provisional democratic Government. All three proposals may be reconsidered by the General Assembly where their passage will require a two-thirds majority.
