PERSIAN PROVINCE TROOPS OCCUPY TOWNS RED ARMY IN AZERBAIJAN TEHERAN, April 12. Persian troops are stated to have taken over the towns of Sari, Shahi and Babul in Mazanderan after the attempted revolt bv Right Wing leaders who were angered by the Persian Government’s oil agreement with Russia. The Prime Minister, Ghavan-es-Sul-taneh, is reported to have issued an order calling on the population of the Mazanderan province .to give up their arms within a month and instituting the death penalty for failure to comply. M Pishevari. “Prime Minister” of Azerbaijan, addressing the Azerbzaijan Majlis, said the Red Armv which had helped to safeguard freedom in the Middle East was now evacuating Azerbaijan. The Russians had shown generosity and courage in their dealings with the people of Azerbaijan. M. Pishevari. outlining plans for rehabilitating and developing the country, said it would be necessary to work to a five-year plan.

M. Sultaneh's Persian Government is reported to be selecting “trustworthy” representatives for talks with the Azerbaijan Government. The Russians have mostly evacuated the Teheran area but there is still no sign that they are being moved from the northern province of Azerbaijan, says the Daily Mail’s correspondent in Teheran. The fact-finding mission of British M.P.s Brigadier Head and Mr. Michael Foot, has given up hope of entering the province as the Russians have not yet replied to their request for passes.
