KUOMINTANG ADVISED COMMUNIST ATTITUDE (9 a.m.) CHUNGKING. April 5. General Chou En-lai stated that the Chinese Communists would not join a unified Government if the Kuomintang did not fulfil unity pledges entered into in January. General Chou added: “People at home and abroad should draw attention to the fact that these decisions have not been implemented. Also, if our allies in these circumstances assist the present Government it will only augment this disaster in China and also facilitate the continuation of the Kuomintang dictatorship.”
