A poll of six key Congressional committees on the controversial issue of Pacific bases indicated that most Congressmen at present are unwilling to commit themselves on the question of whether islands considered vital to the future security of the United States should be annexed or placed under the trusteeship system. However, 17 Congressmen who replied—including some of the most influential members of both Houses — favoured outright annexation by nearly two to one. The poll was undertaken by the New York Times in view of the fact that the Administration has not yet evolved a clear-cut policy regarding the Pacific bases.
