ARRESTS IN NORTH ITALY YOUTHFUL LEADER (9 a.m.) ROME, Jan. 30. The police have uncovered two more neo-Fascist movements in Milan and Turin. Eight persons have been arrested, including Leonardo Mazzoleni, aged 19, who aspired to set up a new Government with himself as Prime Minister.
