The Persian delegation to the United Nations General Assembly has received instructions from its Government to bring the troubles of Persia before the notice of the United Nations. .. Members of the delegation had a meeting immediately on receipt of the message but the course they intend to take is not definitely known, though it is fully anticipated that diplomatic action will be taken first. 7n Should the matter be brought before UNO,, there are two methods of approach. Under Article 14 of the Charter—dealing with disputes—it can be raised in the General Assembly. Alternatively. under Article 35 complaint may be laid direct to the Security Council. If this course is adopted, the General Assembly could make no recommendations while the Security Council had the matter under discussion. . „ , . .. •To-morrow’s meeting of the Security _ Council, f being t inaugural one, will be purely formal, so even if Persia s troubles are laid before it, it is doubtful if they wall be heard.
