JAPAN’S RULING CLIQUE MOSCOW PRESS WARNING (10 a.m.) LONDON, Aug. 26. The Japanese ruling clique is trying to repeat the tactics of the German General Staff in 1018, says the Moscow radio, broadcasting an article from the Moscow paper Pravda. "The Japanese bankrupts have begun the frank programme of revenge of Samurai,” says the paper. “It would be unpardonable thoughtlessness and criminal oblivion of the interests of international security for the victorious Powers to believe the crafty manoeuvres of the Japanese imperialists.”
