READY FOR CHANGE EXAMPLE OF BRITAIN “WAY OF EVOLUTION” (10 a.m.) SAN SEBASTIAN, Aug. 24. “The Spanish regime is making its way towards greater political liberty and popular representation,” declared the new Spanish Foreign Minister, Senor Artajo in an interview. Senor Artajo, who is a Catholic representative in General Franco's Cabinet, added: “Spaniards must learn the lesson of the British elections. Our regime is not rigid. On the contrary, it is supple and able to make a transformation. We must remember that this is desired by the democratic Powers, as Mr. Ernest Bevin stated. “Mr. Bevin’s speech shows Britain’s great political development. Such a radical electoral change in any other country—for example, in Spain in 1931 —would have led to a complete turn against the Government, even affecting the country’s institutions. Nevertheless Britain has been able to continue her fundamental political policy both at home and abroad. “This is the tradition ol the British. Their way of evolution without violent conflict is an example to be followed by everyone. This makes us expect that Britain will respect Spain’s right to make her own political evolution with such speed and such delay as are required by national security in order to avoid a general collapse or dangerous confusion.”
