FRENCH REVIVAL

SUPPLY PROVISION NEW RESPONSIBILITIES ALLOCATION OF SHIPS (9 a.m.) RUGBY, April 24. ~ France’s restoration to power in less than 11 months from D-day was indicated by the announcement to-day by General. Eisenhower that from May, 1 the French Provisional Government will assume the responsibilities for the entire French supply programme. Hitherto provision for supplying certain essential civilian needs to France has been handled by Supreme Allied Headquarters on behalf of the British and American Governments.

Recently high-level conferences have been held in Washington; as well as at Supreme Allied Headquarters, with the aim of collaborating with, the French Provisional Government and the Supreme Allied Headquarter’s mission to France. After the. April loading schedules are completed the French Government .will be responsible for the. distribution of amounts and types of all the, supplies necessary for the development of French economy in the best interests Of the combined war effort. Coal and petroleum products will continue to be provided through military channels. During the first three months of this year 36 ships were allocated to the French Provisional Government from the Allied shipping pool to import raw material for agriculture and industry and supplies for restoring communications. It is expected that this shinping allocation will be raised substantially during the second quarter of 1945.

M. Jean Monnct, French special envoy to the United States on lepdlbase supplies, disclosed to-day bn the occasion of the renewal of the LendLease Act that the United States has been supplying 240,000 ship tons of supplies per month‘to maintain the French First Army in (he field. _ The lend-lease programme had equipped eight . full divisions, enabling the French troops to form seven-tenths of the United States Seventh Army which invaded southern France. Later it became the French First Army. Under the extension of the rearmament programme United States lendleaie would make possible the formation of eight more divisions and the doubling in size of the French Air Force.

M. Monnet said that France had also furnished reverse lend-lease. particularly transportation.
