SIR EDWARD BRIDGES RUGBY. Feb. 8. Sir Edward Bridges, Secretary to the British War Cabinet, has been appointed Permanent Secretary to the Treasury and head of tho Civil Service in succession to Sir Richard Hopkins, who is retiring. As a temporary measure Sir Edward Bridges will remain Secretary of the War Cabinet and, to assist him. Mr. Norman Brook, Secretary to the Office of the Minister of Reconstruction, has been appointed an additional Seerelary 1o Hie War Cabinet.
