War Against Pillaging
“While losses from pillaging are greatest at several of the main ports information is available to show that loss occurs in transit on practically all types of transport'," says an article in a paper issued by the Wellington Manufacturers’ Association. “The New Zealand Manufacturers’ Federation and the local manufacturers associations are determined -both in the interests of their members and m the interests of the consumers as a whole to eliminate pillaging. They know lhat they will have the backing ot the Justice Department and the Police Department. They will press for more stringent enforcement of the aw and greater penalties. They will ask for penalties to be placed not only oil the thief himself, but on anyone who ' ultimately handles goods thlt are known to be pillaged.
