REORGANISATION PLAN

FOREIGN POLICY ISSUES

(9 a.m.) WASHINGTON. Jan. 17. The State Department is being reorganised to facilitate the conduct of the foreign relations of the United States in war and peace. The object is to free the assistant sec"etaries and principal officers from administrative duties so they may devote a greater part of their time to important policy matters.

Two new committees have been created within the department, one on policy and the other on the postwar programme, and also an advisory council on post-war foreign policy, headed by the Secretary of State, Mr. Cordell Hull. Mr. Norman Davies, Mr. Myron Taylor and Mr. Isaia'h Bowman are vice-chairmen of this council.

The reorganisation has been expected since Mr. H. Stettinus succeeded Mr. Sumner Welles as Undersecretary of State. All functions have been grouped in 12 offices, four of which deal with Europe, the Far East, Near East and Africa,, and the fifth with a special policy.
