REHABILITATION NEEDS The need for increased population and closer settlement was emphasised by Sir Andrew Russell at the annual meeting of members of the Hawke’s Bay Agricultural and Pastoral Society, when speaking on the question of the rehabilitation of returned servicemen. Land settlement was of national importance, and he suggested that land-owners with more land than they required should be invited to oiler available areas in reduction of their holdings for the benefit of returned men.

Sir Andrew Russell, who commanded the New Zealand Division in the last war, said the country should not shrink from providing the cost of settling these men any more than H did from providing the. great costs of waging' the war. After three years or war no sound scheme of rehabilitation had yet been brought forward.
