PASSAGE RIGHTS DESIRED AMERICAN FIRMS’ VIEWS (10 a.m.) WASHINGTON, July 16. Most .of the United States air lines have signed a declaration urging that the world’s skyways be opened to al! after the war, and also that private ownership be fostered by the Government. The 16 companies which signed the declaration made it clear that they are willing to exchange the rights sought from other countries. They asked the Government to preserve for the United States air lines the use oi facilities- the United States had installed throughout the world for military purposes, and also to negotiate for an exchange of rights of passage over foreign countries.
