FRISCO NAVY MEN VESSELS OFF CALIFORNIA SAN FRANCISCO, Dec. 3 All United States fleet personnel in the San Francisco area have been ordered to report to their ships immediately. The Navy Department spokesman said that the broadcast was sanctioned, but he did not disclose the reason for the order. The Navy Department authorities state that a large number of unidentified surface vessels were reported by a naval patrol 450 miles off the California coast. A thorough search failed to confirm their presence and the report is considered to be an error.
