They never tired of describing the Arbitration Act as a machine created to keep the miners in slavery. ~ Mr. Webb ,had taught these doctrines only tbo well, and now he vainly and took Qff hjs hat ,to the miners. Doubtless Mg, j jVltebb was sincerely Qonyerted to sounder views, .but .'he and his colleagues had never frankly recanted and the mischief created' still persisted.

It was useless to cry peace when all we got was patched up concessions outraging the public sense of justice, added Mr. Stewart.
