GERMAN SUGGESTION DESERTION OF RUSSIA (9.30 a.m.) LONDON, Aug. 14. A proclamation addressed by the Berlin radio to Turks living in the Azerbaijan district inviting them to desert Russia and join the German ranks has caused indignation in the Turkish intellectual sphere.
