ENDS ON SEPTEMBER 9 (British Official Wireless.) (2.30 p.m.) RUGBY, Aug. 7. The two-hour period of summer time, known as double British summertime, comes to an end in Britain at 3 a.m. on September 9, when the clocks will be set at 2 a.m.
