EXTENT OF COVER Only after a member of the Emergency Precautions Service has reported for duty at his post or a.t an authorised assembly point does he become’ eligible to receive compensation for personal injury, states a circular received from the National Service Department and discussed at a meeting of .the central committee of .the Hastings E.P.S. The cover on the member ceases as soon as he or she goes off duty. Conflicting opinions have been expressed about the cover for members of the E.P.S. engaged on work of natiortal importance such as the services this organisation provide. The opinion has been expressed that members were covered from the .time they left their homes for their posts or assembly points following a raid or some such emergency. That this is not so is made clear by the circular received The official declaration that compensation will be granted to members of the E.P.S. injured while attending to their duties is contained in the following extract from Part 1 of the Finance Act (No. 4), 1940, section 4:— “Subject to the provisions of this part of the Act, pensions and allowances shall be granted in respect of the death or disablement in respect of which a claim is made is suffered by the member (whether before or after the passing of the Act) in the course of his service as a member and is or was directly attributable to such service.”
