GRAND STRATEGY

WINNING OF WAR ALLIED HEADS CONFER BRITAIN, U.S. AND RUSSIA (British Official Wireless.) (2.40 p.m.) RUGBY, June 26. It was stated to-day at the White House that President Roosevelt and Mr. Winston Churchill conducted extended and most important conferences with the Soviet Ambassador, Ivf. Litvinox, in the current formulation of grand strategy to win the war. President Roosevelt’s secretary, Mr. Stephen Early, also disclosed that while President Roosevelt and Mr. Churchill and M. Litvinov were conferring. simultaneous conferences took place between military, naval, and air force officers of Britain, the United States and Russia. Russian participation in the conferences was revealed by Mr. Early when replying to questions concerning the importance attached by the White House to the conference between Dr. T. V. Soong, Chinese Ambassador with President Roosevelt and Mr. Churchill yesterday, in which Dr. Soong requested more support for China. Asked whether the Russians had joined earlier in discussions with Mr. Churchill and President Roosevelt, Mr Early replied that the Russians figured in it from the beginning and still are.
