SUGAR RATIONING
REGISTRATION TO-DAY PROCEDURE OUTLINED FILLING IN COUNTERFOILS (P.A.) WELLINGTON, this day. The registration of consumers with retailers in connection with sugar rationing will be effective as from to-day, according to _ a statement by the food controller, Mr. J. E. Thomas. The counterfoil on the “S” page of coupons in the ration book is to be used for the purpose. The actual rationing of sugar, however, will not commence from the above date, but from a date to be announced later.
Outlining the procedure to be adopted in connection with the registration, Mr. Thomas urged the public and retailers carefully to follow the instructions given in the ration book. The ration books for the person registering and his or her family should be taken to the retailer, who will then fill in his name on the “S" counterfoil, cut it from the book, and also write the name of his shop in the "S" space provided on the inside of the front cover. Offences by Traders Some retailers, stated Mr. Thomas, have already cut out the “S" counterfoils from the ration books.' This is contrary to instructions, and will constitute an offence under the rationing regulations now being prepared. Until any particular counterfoil is declared to relate to any particular rationed commodity it will be an offence for retailers to ciit out such counterfoil. All traders who supply sugar to the public are required to make application for a license to trade in this commodity. Every branch shop of a retailer’s business will be treated as a separate unit and must, therefore, be licensed separately. The statement adds that persons permanently residing in hotels, boarding houses, boarding schools, nurses’ homes, hospitals, orphanages and institutions, but excepting members of the staff who obtain a portion of their meals privately, should fill in their names in the two places on the counterfoil "S" and hand their ration books to the person in charge of the establishment in which they reside, while members of staff of such establishments who are excluded should register with retailers in the norma! way and await further instructions.
