Military authorities in Shanghai discount suggestions of a Siberian move as the Japanese are at present in winter barracks and Russia has not shown signs of collapse. Therefore, it is believed Japan will be most cautious towards Russia until the spring weather. A Thailand move would not give economic advantages. However, It would provide a spring board for a move on Malaya in future, and would also be a face-saving device satisfying Japanese home opinion and offsetting the collapse of the Washington negotiations Some informed circles in Shanghai believe that Japan will prepare completely for an invasion of Thailand and then await the capture of Moscow by the Germans or developments in Libya before moving, when Britain and America might be distracted by the possible collapse of Russia.
