JAPAN'S ENVOYS MOVE FORECAST FOUR-POWER DISCUSSIONS (Elec. Tel. Copyright—United Press Assn.) (Reed. Nov. 27, 11.30 a.m.) WASHINGTON, Nov. 25. The United Press ol' America says that separate discussions with the representatives of the ABCD Powers and a White House conference of senior American officials suggested last night that a way was being cleared for a major move in the Far Eastern situation. These developments came as the Secretary of State, Mr. Cordell Hull, prepared to resume the talks, probably to-day, with the Japanese envoys. Mr. Hull is understood to be framing a reply on the basis of lengthy conferences during the last two days with the British Ambassador, Viscount Halifax, the Australian Minister, Mr. R. G. Casey, the Chinese Ambassador, Mr. Hu Shin, and the Dutch Minister, M. Loudon. He is expected to present an answer to the Japanese today. The State Department announces that definite decisions on the progress of the American-Japanese talks can be expected within 48 hours. The Tokio paper Nichi Nichi gives prominence to a special message from Washington which states: “The Jap-anese-American talks approach a denouement. Both sides’ terms are exhausted.”
It asserts that the Washington atmosphere is more pessimistic and also gives prominence to a London correspondent’s article under the headline “Britain frantically prepares for war with Japan.”
