OFFICIALS IN BERLIN MOVING INTO .FLATS (Reed. Aug. 18, 11.30 a.m.) LONDON, Aug. 17. Because of the severity of British raids German officials have abandoned Ministry buildings in Berlin and have installed themselves in flats in the hope of avoiding bombings. The Berlin news agency said the fact that 298 German civilians were killed in Royal Air Force raids on Germany in July was certainly a bitter experience but that 500 Britons killed in July showed who is master of the air. The slightness of the damage done to German war industries also proved this. 1
