NO DANGER TO HEALTH RAILWAY STATION AREA PETITION TO COUNCIL Following consideration of a petition protesting against tipping of refuse in the railway station end of Peel street for beautification purposes and a report from the medical officer of health, the Gisborne Borough Council last night decided to continue with work which did not constitute any danger to health. The petition was signed by 13 residents, who considered the tip to be in violation of the best interests of the health of all concerned. The medical officer of health, Dr. K. J. L. Davies, reported that he inspected the tip in the morning on July 30 and found little evidence of paper having been blown from the tip face and there were no signs of flies or infestation by rodents. No odour was perceptible. When he returned at 4.45p.m. the same day the tip was closed and the face adequately covered, and again there was no perceptible odour or signs of flies or rodents, while everything was left tidy. “As a result of my inspections,” Dr. Davies added. “I am of opinion that the tip is worked at present under proper conditions and provided the conditions laid down in my letter of April 29 are strictly complied with. I have no hesitation in stating that the tip will at no time become either a nuisance or a menace to health to those living in the vicinity." Top-dressing at Tip In view of the complaints he recommended the borough engineer to pay particular attention to the daily topdressing, the provision of screens to prevent paper and debris flying about and to keep sawdust and other combustible material out of the tip. The station-master-in-charge, Mr. J. W. Fergie, wrote that recently some unauthorised person deposited a load of offensive matter on the tip between 4.30 and 5 p.m., and in view of this he had arranged to have the Peel street entrance gate locked at 4.30 p.m. between Monday and Friday. The Mayor, Mr. N. 11. ull. said that the matter was fully discussed in committee at the previous council meeting: The tipping was agreed to by the previous council in order to permit of llie beautification of the area, and the assurance of the medical officer of health that no nuisance could arise, if the tipping y/as properly carried out. was re-assuring- The unauthorised tipping, together with the stranding of a dead cow, was the cause of some nuisance, and precautions against that woufd be taken in future. Load of Offal Mr. IT. FI. De Costa, in view of ' the medical officer’s report, moved that the petitioners be advised that the council had decided to take no action in regard to the petition. Mr. J. J. Macdonald said that the. petitioners took offence at the dumping of a load of offal at the tip, and in view of that the petition was justified. Dr. A. L. Singer said that such tipping was carried out all over the world without any deleterious effect; in fact, m undesirable area was improved. Mr. F. Tolcrton said that no load of offal was deposited from the freezing works after 4.30 p.m. The borough engineer, Mr. E. R. Thomas, said that the offal arrived in working hours, but no offal was being accepted now. The petition and correspondence were received.
