DESIGNS OF GERMANY MUST GO CAREFULLY POSSIBLE ARMY BLOC (Reed. Feb. 21, 9 a.m.) LONDON, Feb. 20. The Belgrade correspondent of the Daily Telegraph says there is a growing impression in Yugoslavia that Yugoslavia will conclude an arrangement with Bulgaria similar to the Turkish-Bulgarian declaration. To the Germans this means that Yugoslavia will stand aside and permit the pursuance of the German aims, but it is thought that the Germans must proceed most carefully, because a false move antagonising Yugoslavia might lead to Germany facing a military bloc consisting of Turkey, Greece, Yugoslavia and Britain who will be able to put troops on Germany's southern frontier.
