AXIS AND JAPAN COMMISSIONS PLANNED FURTHER TOKIO BOAST GERMAN OFFENSIVE ATTACK ON BRITAIN (Eloc. Tel, Copyright —United Brens Assn.) (Reed. Oct. 23, 9 a.m.) TOKIO, Oct. 22. The Tolcio paper Asahi Shimbun said yesterday that Japan, Germany and Italy had virtually completed the plans for the establishment of joint technical commissions to translate into action the pledges entered into under the alliance. The commission would be composed of military and economic experts appointed by the three Powers and representatives would be established both in Berlin and Tokio. Whether the commission would be established in Rome was still under negotiation. The Foreign Ministers of the ' respective countries would be the chairmen, and ambassadors the senior members. The Kokumin Shimbun says that tlie Japanese Prime Minister, Prince Konoye, will reorganise the Cabinet shortly in view of the international situation and that in the Pacific. The paper adds: “Germany is preparing to launch a general offensive against the British Isles. The United States Goveminent is leasing Singapore. England and the United States are preparing to offer joint defence for the Netherlands East Indies.”
