RECALL TO TOKIO
JAPANESE ENVOY DUTCH EAST INDIES TALKS NOT CONCLUDED GERMAN CONSUL LEAVES (Elec. Tel. Copyright—United Press Assn.) (Reed. Oct. 22, 2.40 p.m.) BATAVIA. Oct. 21. The leader of the Japanese delegation to the Dutch East Indies, Mr. Kobayashi, is going to Tokio to-morrow. He announced that his presence in Japan is most urgent. Officials denied That the talks with the Dutch had broken down though they admitted that negotiations had not been brought to a conclusion as reported. Mr. Kobayashi’s impending departure is apparently the result of urgent orders. However, it is announced that the economic negotiations arc continuing. As a result of a Netherlands-German diplomatic agreement, the German Cons.ul, Dr. Wilhelm Timann, has been permitted to embark for Japan.
