The leader of the Japanese delegation to the Dutch East Indies, Mr. Kobayashi, is going to Tokio to-morrow. He announced that his presence in Japan is most urgent. Officials denied That the talks with the Dutch had broken down though they admitted that negotiations had not been brought to a conclusion as reported. Mr. Kobayashi’s impending departure is apparently the result of urgent orders. However, it is announced that the economic negotiations arc continuing. As a result of a Netherlands-German diplomatic agreement, the German Cons.ul, Dr. Wilhelm Timann, has been permitted to embark for Japan.
