With reference to the Moscow report that the Soviet cannot receive either Sir Stafford Cripps or any other person in the capacity of a special or extraordinary delegate, and the if Britain wishes to conduct trade negotiations, she can do so through Sir William Seeds or another properly accredited Ambassador appointed in his place, it is explained that the British Govern ment yesterday formally asked the Soviet to agree to the appointment oi Sir Stafford Cripps as an Ambassadorextraordinary in the usual diplomatic manner.
