PATRIOTIC FUND
RAFFLING A HOUSE PRELIMINARY CONDITIONS The Under-Secretary of the Internal Affairs Department, Mr. J. W. Heenan, has informed the Canterbury Patriotic Council that a raffle with a house as the prize cannot be authorised until the property is actually in existence, and an absolutely unencumbered gift in aid of patriotic funds. “I take it that the bungalow is not at present built, and that various business men and others propose to donate funds or labour sufficient to provide in the aggregate a furnished bungalow,” Mr. Heenan wrote. ‘‘l would draw your attention to the Order-in-Council of April 23, which authorised the raffling of ‘real or personal property of any description.’ The Minister has decided that unless the property is actually in existence and an absolutely^unencumbered gift in aid of the patriotic funds no raffle will be authorised: I would be pleased to have an assurance from you that this condition has been cotnplied with before proceeding further.”
