REPRESENTING NAVY ADMIRAL SIR R. KEYES (Reed. May 9, 9 a.m.) LONDON, May 8. Speaking in the debate on the Norwegian campaign in the House of Commons yesterday, Admiral Sir Roger Keyes (Con., North Portsmouth) explained that he came to the House in uniform because he wished to speak for the officers and men of the navy who were most unhappy. He said it was not their fault that the enemy was left in undisputed possession of vulnerable ports and aerodromes for nearly a month and had been given time to pour in reinforcements and develop an air offensive which had such a devastating effect on the morale of Whitehall. (Cheers.) “Ever since April 16 I have been urging the Admiralty to take more vigorous action. In view of the Italian bluster,” said Admiral Keyes, “I proposed naval co-operation by using old ships, the loss of which would not affect the fleet’s strength.”
