The implications that the stranding of German submarines is due to navigational mistakes rather than severe weather are commented on by the Manchester Guardian which says: “So much has been heard of Germany’s difficulties of training submarine crews to replace those lost that it is tempting to see this navigational mistake as one result of them. But there is another possibility to be considered. “In the last debate on the progress of the war Dr. H. Dalton said that he had facts which showed that German warships were using Norwegian waters as a safety area from which they came out to attack us in the North Sea.
“If at any time it becomes certain that German warships are deliberately using Norway’s waters to our harm and Norway does not, or is unable to prevent it, then our rights and duty to enter these violated waters will stand clear.”
