BARGES BEGIN TO MOVE RUMANIAN SUPPLIES (Reed. March 29, 9 a.m.) BELGRADE, March 28. Germany’s spring campaign to rush Rumanian and Russian oil for the army opened when 30 barges, carrying 18,000 tons, one-seventh of Ger-. many’s monthly quota from Rumania,' moved up the Danube. They were the first ships to move from Rumania since the ice cracked after the three, months’ freeze-up.
