AIM OF NEUTRALS

SAFEGUARDS SOUGHT ALLIES AND GERMANY DUTCH SHIPS MAY ARM SUGGESTION OF CONVOYS (Ele*. Tel. Copyright—United Press Assn.) (Reed. March 7, 10 a.m.) LONDON, March 6. A message from Copenhagen says it is officially stated that Denmark, Norway and Sweden are opening negotiations with Britain and Germany in an attempt to reach an agreement for safeguarding neutral shipping. The Netherlands Government is considering arming all merchant ships and providing aerial and naval convoys across the North Sea as a result of the German admission that the Nazis have begun ruthless contraband control by a new method, states a message from Amsterdam. German seaplane commanders have orders to signal all ships to heave-lo and then alight and send a boat to the ship. The ship’s crew must be ordered to leave if contraband is found, after which the ship will be sunk. According to a Berlin report, the Wilheimstrasse spokesman declared that the pilots are contravening international law if they fire on or bomb a ship without warning. He suggested that the commanders of Dutch ships which had been attacked could not have obeyed the pilots’ orders. The Dutch Government is awaiting the captains’ reports.
