ARMED CO-OPERATION POSSIBLE EXCHANGES SUBMARINES-CRUISERS SPRING PREPARATIONS (Elec. Tel. Copyright—United Press Assn.) (Reed. March 4, 9 a.m.) NEW YORK, March 9. The Washington correspondent ot the New York Times states that there are persistent reports that Germany and the Soviet have arranged military co-operation in the form of an exchange o£ 50 Soviet submarines for an unstated number of German cruisers. These reports are received by diplomats and Government circles with scepticism. Nevertheless they point out the practical advantages of such a scheme and give partial credence to the reports based on the knowledge of the growing need in Germany for submarines and the decreasing necessity for long range craft and also the Soviet need for cruisers in the BlackSea ayainst the expected spring blockade.
