DISPATCH POSSIBLE WATCH IN BLACK SEA (Reed. Mar. 2, 9 a.m.) ROME, Mar. 1. A semi-official statement says that Italy may claim full application of the Montreux Convention allowing, subject to Turkish consent, the dispatch of warships to the Black Sea in order to protect traffic. The immediate cause of the statement is a leport that Britain has already sought this permission.
