ranean is a key to Italian security. “The conflict of years between the Allies and Germany is so great that now I do not see a single factor making for peace. The end of the war is far distant. “There may be a new factor opening the way to some sort of mediation, but such a factor will arise only from the war itself—perhaps in its spread and perhaps in its failure to spread.”
