(Klee. Tel. Copyright—United Press Assn.) (Reed. Oct. 23, 10 a.m.) LONDON, Oct. 21. A message from Helsinki states that the Finnish Minister, M. Passikivi, left yesterday for Moscow. He took definite counter-proposals -to the Soviet Government. Finland is resolved to go no further.

Finland is issuing a defence loan of 500,000,000 marks. The frontier districts are closed lo travellers. It is reported in Helsinki that Estonia is practically a closed country. The only means of crossing the frontier is by air. The first Soviet troops reached their quarters yesterday but the main body is still marching towards Haapsaiu. Communication with Estonians is not allowed. All the occupation districts arc being evacuated. Fifteen Russian warships are in or near Tallinn harbour
