The Japanese War Minister, General ; Ilata, outlined to the Cabinet the | Chinese situation, including the movement to establish a new central gov- ! eminent in Japanese-controlled areas j under the chairmanship of Wang Ching-Wei. ! The Dome! News Agency, in a brief j summary, said that General Hata urged the Cabinet to unite solidly to : settle the Chinese alTair. The necessity for urging unity is not explained. Observers suggest the possibility that recent developments 1 nave influenced them to consider modifications in the original plan to j launch a new China regime in. Novem- | bcr. ! While reports that China is flirting with a Russian military alliance are vigorously denied, they are causing anxiety. ! On the contrary, some Japanese believe that the reports are propaganda aimed at wavering supporters of the ! Chinese Commander-in-Chief, Marj Chiang Kai-Shek. The Foreign. Minister, Mr. Kiehisa- | buro, explained that the European situation is the basis of reports from ! the Embassies in Rome and Berlin, who are understood to have I urged a continuance of col- : laboration with Germany in the bei lief that the latter will be at least 'partially victorious, closer relations ; with Russia in the belief that Rus- : sian support of the Nazis will coni tinuo indefinitely, and even to seriously consider proposing a Russo- | Japanese non-aggression treaty.
