NOT VOICE OF NATION REMINDER BY OTHERS (Reed. Oct. 20, 9 a.m.) LONDON, Oct. 18. A message frbm Allahabad states that Mahatma Gandhi, in referring to the statements made On Thursday by the Viceroy of India concerning the Indian attitude to the war in Europe said to-day, that the Indian Congress would not co-operate with Britain in war.

The Indian Congress and press generally are bitterly hostile; nevertheless the moderate members of the Congress are of the opinion that the declaration contains nothing preventing India from giving unqualified ■support to the Allies. Non-Congress circles generally welcome the declaration. They remind the Congress that it does not alone represent India.
