LONDON, June 22 (Rec. 10 a.m.). —The United Press Paris correspondent says the French Government, which has been in power eight months, suffered its first major defeat today when the National Assembly voted to increase the salaries of civil servants. Despite a,last minute appeal by the Prime Minister, M. Bidault, not to approve the increases, the National Assembly approved them by 351 votes to 201.

Immediately the result was announced, M. Bidault said he would treat the issue as a formal one of confidence cn which the Government would stand or fall. The confidence vote will be taken on Saturday.
