WELLINGTON, This Day (P.A.). —“The efforts of a few union and branch officials, who are apparently being used as catspaws by the Communists to undermine the constructive work of the Federation of Labour, represent the opinion of approximately five per cent, of the trade unionises of the Dominion,” said Mr K. McL. Baxter, secretary of the Federation, today. He was Commenting on the manifesto issued yesterday by a group of uni6n officials.
