Russia to aid in the return of an American snip and two Marshall Plan officials who were reported to be held in Northern K The" ship, the Kimball R. Smith, with the two officials aboard, left Pusan, in Southern Korea on September 20 with a cargo of salt destined for Kunsan, in Southern Korea. On September 24, the Northern Korea radio announced the arrival of the vessel at Chinnampo, but no further word of her has been received. .. The American Note to Russia said the United States regarded witn “grave seriousness” the welfare of the missing officials, and added: “As a result of Soviet obstruction,, the United Nations Commission on Korea, has not been permitted to enter North Korea. Consequently, this Government cannot do otherwise but regard the Soviet as the responsible authority in North Korea, until' the United Nations resolutions have been complied with there.”
