FAILURE OF STRIKE EFFORTS IN FINLAND
HELSINKI, August 23 (Rec. 2 p.m.).—Only an estimated 1300 Finnish workers were on strike today. The strike seemed to be weakening.
The transport strike today was reported to-be a failure and the lumber workers are back at work in large numbers. The dock strike at Helsinki and Turku, however, was complete.
