BREACHES OF PEACE PACTS ARE ALLEGED

LONDON, August 1 (Rec. 10.45 a.m.). —The Associated Press Bucharest correspondent says that Britain and America asked Ru--1 mania today to nominate members for the Three-party Conciliation Committee to deal with the AngloAmerican charges that Rumania has violated its peace treaty. Similar Notes have been handed to Bulgaria and Hungary. Britain and America charged the three countries three months ago with violating the clauses in their peace treaties guaranteeing freedom of the press, assembly and religion. Russia rejected an invitation to join America and Britain in arbitrating charges, claiming that there is no evidence of violations.
