‘Tt is somewhat difficult to undertand the reason for periodic claims and inquiries from ex-prisoners of war over the past two years for a sustenance allowance when they already know the position—this is, that such allowance was never granted nor is it proposed to give further consideration thereto.” This comment, representing the official policy of the Government, was quoted from a letter from the Army Secretary when the executive of the Gisborne Returned Services Association dealt with the possibility of further action on behalf of prisoners of war members who believe they are entitled to some allowance for periods they spent in enemy hands, badly housed and inadequately fed.
