EMPIRE DELEGATES MEET IN LONDON: CONFERENCE OF M.P.’s

(Rec. 10.40 a.m.) LONDON, October 19.

The Empire Parliamentary Association meeting began its meeting' with a discussion on migration and the distribution of population, says a communique. The Prime Minister, Mr Attlee, welcomed the delegates as fellow Parliamentarians who practised democracy and not merely used it as a cloak for a perverted form of government. ' Mr P. J. Noel-Baker (Britain) emphasised that 490,000,000 of the 550,000,000 people in the Commonwealth were now fully self-govern-ing, whereas in 1908 not more than 10 per cent, of the total Commonwealth population • was fully selfgoverning.
