(P.A.) WELLINGTON, This Day. The administration in New Zealand’s. Cook island group has not the confidence and respect of the people of the islands, and certainly not of the Cook Islands Progressive Association, declares the report of Mr K. McL Baxter and Mr W. B. Richards, delegates of the Federation of Labour, who recently, returned from a mission to the islands. The delegates’ report has been received by trades councils. It says that throughout their three-day visit and negotiations with the C.I.P.A. and the Cook Islands Industrial Union of workers, the policy of the administration Was continually referred to and subjected fo, adverse criticism. The report of Messrs Baxter and Ribhgrds was adopted at a meeting last, week of the national council pf the federation.
