WESTERN POWERS MIGHT NOT SIGN DANUBE DRAFT

The Danube Navigation Conference ends tomorrow with the signing of the new draft, which the Russian delegate described as “the death warrant of the 1921 Convention.”
The Western Powers are expected to withhold their signatures as they object to the provisions of the Russian draft and hold that the 1921 Convention is still in force. The conference rejected the United States amendment providing that the Soviet draft convention come into force after ratification by all 11 countries participating in the conference, in favour of the Soviet resolution that ratification follow a simple majority of six countries. Mr Vyshinsky (Russia) said the Western Powers were attempting to make the conference null and void. The United States amendment meant that freedom' of navigation could be limited by anyone who did not ratify the convention. The United States delegate said the Russian resolution was an infringement of sovereignty.
