FINLAND SEEKS TO BARGAIN WITH RUSSIA

The Parliamentary Foreign Affairs Committee drafted counter-proposals to Russia’s proposal for a treaty.
The British United Press correspondent says it is understood the counter-proposals include that the agreement should be signed for 10 instead of 20 years, and should be effective only in the event of war. An Oslo message says that the Norwegian Parliament approved of a proposal by the Prime Minister, Mr Ainar Gerhardsen, to spend £5,000,000 to strengthen Norway’s military and civil defences. The Communists opposed the proposal. Mr Gerhardsen described as a “pure invention” rumours that the Soviet Union has offered Norway a treaty of mutual assistance similar to- that offered Finland.
